For your car to charge, your solar panels must be producing at least 1400w of excess solar generation, or if you have a software-based solution, the predicted output must exceed 1400W. This is because your home charger needs to dispense charge at a minimum rate.
If the output is less than 1400W, your car will not charge. This means the power produced by your panels, after meeting your household's needs, must be more than 1400W.
